The Government of Bihar, on September 1, 2026, notified implementation of Reform No. 59 under the State Business Reforms Action Plan (SBRAP) 2026, requiring DISCOMs to provide a publicly accessible online dashboard containing real-time, division-wise information on the quality of electricity supply.
The North Bihar Power Distribution Company Limited (NBPDCL) and South Bihar Power Distribution Company Limited (SBPDCL) are required to maintain the dashboard without any login or authentication requirement. The dashboard will display the average hours of steady supply voltage per week, number of disruptions/power cuts per week, total hours of disruptions/power cuts per week and reasons for power disruptions, with the date and time of the latest update prominently displayed.
The accompanying SOP prescribes responsibilities for data management and validation. Data is to be sourced from the Outage Management System (OMS)/NFMS Portal, with validation by the ESE (Supply) every two hours and data updates undertaken by EEE/AEE/JEE (Supply). A three-level escalation mechanism is provided for non-updated data, and a monthly dashboard compliance report is to be submitted to the CE (O&M).
